I have often speculated as to the purpose of these ‘under bridge fences’, which seem to have a high rate of brokenness.  Are they to stop cattle from being swept downstream, perhaps they are an attempt to limit the amount of floating debris driven along at high flow rates, maybe they are an attempt to stop kayakers from navigating through a farmers land?

Something I’ve not had cause to notice before, perhaps it’s peculiar to this particular bridge, but driven into the walls is a set of pulleys/rollers, which presumably controlled a similar arrangement before the current swinging barrier.
